Housing Delivery Authority – Expression of interest

This updated EOI application form reflects the current HDA SSD criteria (PDF, 192 KB) and offers clearer guidance for applicants. The accompanying EOI submission questions (PDF, 216 KB) has also been updated to align with the form. For more information visit the Housing Delivery Authority.

The aim of this Housing Delivery Authority (HDA) State significant development (SSD) expression of interest (EOI) form is to encourage and identify major high-yield housing proposals that meet the HDA SSD criteria, and which will deliver homes across NSW within the 5-year National Housing Accord.

The HDA SSD criteria (PDF, 192 KB) must be addressed in full in the EOI application, and are designed to:

  • maximise opportunities for well-located housing that can be quickly assessed and delivered
  • support the objectives of the EOI process
  • be clear, objective and consistently applied.

Applicants are strongly encouraged to review the criteria and EOI questions before completing an EOI and ensure that information submitted in the EOI is accurate and truthful. All EOI submissions that are deemed ineligible will be withdrawn before being submitted to the HDA.

Proposal information

Example: 1 Smithvale Road, Banksia, 1-6 Carrington Street and 10-12 Carrington Street, Petersham

Example: Lot 123/Sec 2/DP123456

Please upload a map that clearly identifies the extent of the proposed site, including full street address(es) and all Lot and DPs. Should your application be successful, these details will be used to declare your project as SSD. A complete and accurate site description is therefore critical.

Provide a short and clear description of the proposed development. This is important as it will be used should your application be declared SSD. Include details of the built form, the type of residential accommodation, the number of building(s), height in storeys and any other proposed land uses (using defined land use terms) proposed. Example: Shop top housing in two 15 storey buildings, with a centre-based childcare facility.

Indicate the number of new dwellings created by this EOI submission (this does not include existing dwellings on the site that will remain, or dwellings approved under an active consent). To meet the criteria, approximately 100 additional dwellings are required in Greater Sydney and 40 additional dwellings are required outside of Greater Sydney.
