Alpine building fire safety register

This form is used to apply for registration and annual renewal of registration on the Alpine Building Fire Safety Register (ABFSR) in accordance with the Alpine Tourist and Visitor Accommodation Fire Safety Standard (FS Standard).


Under the FS Standard, the owner or property manager for approved tourist and visitor accommodation development in the NSW Alpine Region must apply to the Planning Secretary to register the building on the ABFSR, unless an annual fire safety statement (AFSS) is required for the building under Part 12 of the Environmental Planning and Assessment (Development Certification and Fire Safety) Regulation 2021.

Bed allocation is the maximum number of persons allowed to stay overnight in the building. This may be specified in the lease, sublease or Schedule 8 of the Kosciuszko National Park Plan of Management.

Part B – Fire safety measures certification

By ticking a box for each required fire safety measure below, you are certifying that each measure:

  1. is provided in the building,
  2. is being maintained and operating correctly, and
  3. complies with the required specifications (either those in the FS Standard or to an alternate specification required in the relevant condition of consent).

Requirement: Building includes all required fire safety provisions of the BCA applying to the relevant building class.

 

BCA deemed-to-satisfy specification: Refer to the relevant provisions of the BCA relating to the building class that will be assigned to the building. For BCA class 1a buildings this may include the relevant deemed-to-satisfy provisions in Part 9 (Fire Safety) and Part 12.2 (Construction in alpine areas) of the Housing Provisions of the NCC or alternative solutions.



Requirement: Smoke alarms are located in every bedroom.

 

FS Standard specification: The smoke alarms in the bedrooms are to be interconnected with other smoke alarms in the building as required under the BCA.



Requirement: A system of lighting is installed to assist evacuation of occupants in the event of a fire.

 

FS Standard specification: The evacuation lighting system is to be consistent with the provisions of 9.5.5. of Part 9.5, Housing Provisions, NCC 2022.



Requirement: "OPEN INWARDS" signage is placed on external doors that open inwards and that may be subject to a build-up of snow.

 

FS Standard specification: The door is to be marked “OPEN INWARDS” on the inside face of the door in letters not less than 75 mm high and in a colour contrasting with that of the background.



Requirement: Building exits are operational and exit areas clear of obstructions to allow free passage of persons.

 

FS Standard specification: This includes designated fire exit areas, exit doors, as well as other building exits. Keeping building exits and exit areas clear of obstructions includes management of snow build-up.



Requirement: A portable fire extinguisher is installed in an accessible location in the kitchen.

 

FS Standard specification: The extinguisher is to be a 2.5 kg ABE portable fire extinguisher installed in accordance with section 3 of AS 2444.



Requirement: A fire blanket is installed in an accessible location in the kitchen.

 

FS Standard specification: The fire blanket is to be installed in accordance with section 6 of AS 2444.



Requirement: An evacuation diagram is affixed:

  1. within the building on or adjacent to the entrance door to the building; and
  2. within each bedroom on or adjacent to the door to the room.

FS Standard specification: The fire blanket is to be installed in accordance with section 6 of AS 2444.




By completing the details of other fire safety measures below, you are certifying that each measure:

  1. is provided in the building,
  2. is being maintained and operating correctly, and
  3. complies with the required specifications (either those in the FS Standard or to an alternate specification required in the relevant condition of consent).
